how do they make electric rc cars, like im not sure how to say it but like make them go at different speeds (the same rc car)

My husband used to race electric (battery powered) r/c cars. There are different motors, and gearing that allow you to increase the speed. There is a throttle on the remote control that allows you to change speed while driving. It takes a lot of skill and knowledge to not over gear your motor or you can use up all the battery power before the race is over. Battery capacity and voltage plays a roll in it as well. Many races have limits on the types of batteries, motors, wheels and weight of the vehicles to make it a fair race. There are several magazines and websites dedicated to the hobby/sport.

SHOULD I GET AN ELECTRIC OR GAS RC CAR?
Q. i really want a remote control car but im not too sure what to get. i want one that goes fast, but i dont want a noisy one. are there any fast electric rc cars that are fast and quiet?? and can u get like silencer type thing for a gas rc car so its less noisy?

Electric. Cheaper, faster, better for the environment, and easier. Get a Traxxas Rustler VXL. I have a Rustler. They go 70 mph!
