Twice now when I have gone to the grocery store. Someone pulls in next to me while I am clearly unloading children. They look at me while walking away and with their remote blast thier car alarm/horn. This makes me jump and scares my daughter half to death and makes her scream in terror. I tried parking farther away but it happened again. Is it my place to say anything? Do I have rights or is their right to set their alarm anytime anyplace more important than mine or my babies hearing. Do you think they may have done it on purpose?

It cetainly sounds like it. It could be dangerous if it cause the kids to move and get into the line of traffic that traverses the carparks.
Perhaps carry a bag of dograp in a bag with you and when it happens wipe it all over their car door and window.
Or when they are about to leave the supermarket. just mention to one of the staff that you think the person is a shop lifter.Then move on quickly.
The there is the swap the trolly trick take their trolly and leave one in its place. Or throw extras in their trolley.
place a bag of sugar that you have put a hole in in their trolly so it trails around the mart, or a detergent that the cap has been well loosened.
Then there is the supaglue trick squiret super glue in their car door locks. dont stop the electric one but later when their battery goes down they try to use the key they wont get in!
I am sure you can think of lots of ways to get back at these morons good luck
