Answer
For electric only cars with rechargeable batteries, one would need the infrastructure. That is it is necessary to get electricity from the power plant to the battery charger. In the US, virtually all of the country is connected to the electric grid. All homes have electric service.

You would need a power cord to get from the house to the car. In some cases that may not be possible. People who live in inner city neighborhoods and who park cars in their streets would have to run a power cord over or under a public sidewalk. Not safe. Unless there is a way to shut off electric power to the cable, people could steal electricity when the owner is not home.

There are alternatives such as commercial charging stations. You drive in, get hooked up, wait six hours until your charging is complete. Pay a fee. Then drive home. Not too practical I think.

Quiet electric cars...?

Why does everyone say they are dangerous because you can't hear them?.

Answer
There are many "myths" about electric cars. Here is a list of 12 of them: http://www.pluginamerica.org/images/Top%20EV%20Myths.pdf

Do you recall the debate about hands free cell phones? It was revealed at that time that coffee cups in the hand, talking in the car, and even listening to the radio pose problems, yet we don't ban those things. It was talking on the cell phone not holding one in your hand that was distracting to drivers, yet lawmakers gave us hands free cell phone laws with some self satisfaction.

Some suggest putting noisemakers in electric cars, but the problem is not that electric cars are too quiet but that other cars make so much noise that we are used to them. For the hearing impaired and the blind a better solution would be to have the car transmit a signal that could be converted to a proper signal (light, sound, vibration) the handicapped could carry with them.

Alternatively you could use cars like these: http://pesn.com/2007/09/15/9500498_WhisperT_inflatable_electric_car/
