If I was in a pool and lighting struck the pool would I be electrocuted?

The water would have less resistance than my body. I think it's along the same lines of "its safest in your car during a thunderstorm."

Well if you drop a plugged in hair dryer in a bath that you are in then you get electrocuted.

And I have heard a story about a man mowing his lawn with an electric mower and his kids were in the pool and something happened like the mower fell in the pool or a wire fell in the pool something I dont remember and the kids were electrocuted. I wouldnt really be risking it.

The reason why you are safest in your car during a thunderstorm is that the tires are rubber. Rubber protects you against electricity...that is why cables are encased in rubber or rubber cased plastics!

Unless you can weld your going to have to buy the frame already made, and if you do that you might as well just buy the entire go-kart. Heres a thought you may or may not want to explore, find one of them larger kids power wheels, many people throw them out once the battery is dead. Do a little cutting and modify it how you want, splice in a few extra batteries for more power, toss some old bike tire rubber around the wheels, now your rocking a stylish lil fast cart. Sure its plastic lol, but for around 50 bucks for batteries and a little searching thru craigslist, you can have some fun with it.
