Life takes priority over all other Commandments except two. No matter what, you may not bow down or worship other gods and you may not commit adultery.
If you can use a non-electric chair then that is preferred. In that case, you could use your non-electric chair on Shabbot without breaking any commandments.
If on the other hand you can not operate a non-electric chair, then you may use the electric wheelchair as necessary for health reasons. However this does not mean you should be using the electric chair to take the kids for a walk or for other non-survival needs.
On this particular subject, the three Denominations of the Jewish faith have strongly different views.
The Reform would not even think about the issue. Do what you want.
The Conservative would go with was said above plus you could use the electric chair to come to services. They have the same attitude about cars in the USA, you can use them to come to services. (In Israel you must walk.)
The Orthodox would go with the above and since going to services is not a life-or-death matter, you should not use the electric wheelchair to come to services. However, if you did, they would not throw you out.

i miss the days when the labels (products) we all grew up with were made in the good old usa. when i was a kid, it was a novelty to HAVE something that was made overseas. in my opinion, things WERE better in the good old days. i know not everything was, but in regards to your question. besides, there's too damn much "stuff", anyway. edit..to the guy up there, the usa doesn't make crap. i'd rather buy usa anything else, if given the choice.
